Charles County FOP’s Response to Misleading and Erroneous Letter to the Editor Which Appeared in the Maryland Independent on June 20, 2014

We did not intend to comment in response to election related issues on Facebook other than posting our positive support for our endorsed candidates and sharing articles posted in the media but the completely inaccurate and misleading information provided by Cpl. Fromme, an FOP member, in a letter to the editor of the Maryland Independent has forced us to. His letter is nothing but political propaganda which was obviously not written by Cpl. Fromme. He has never been involved in collective bargaining or the process of developing legislation and is completely unaware of the content of the legislation. He is also not familiar with the current status of collective bargaining in his own agency. WE have LIMITED collective bargaining and can only negotiate working conditions, hours, leave, holidays and compensation EXCLUDING Salary and benefits. The proposed legislation was to expand bargaining rights to include salary and benefits AND provided for binding arbitration if an agreement could not be reached. The law changed NONE of the powers of the Sheriff and includes a “Management rights”.

Which closely mirrors the CURRENT law. No approval from the FOP would be needed for management issues, more propaganda from an ill informed commentator. Cpl. Fromme claims Sheriff Coffey gave HE binding arbitration for dispute resolutions without legislation, once again he is completely wrong. House Bill 1182 was offered and passed in the 2012 General Assembly, the bill was offered by the Charles County Delegation and was signed into law by the Governor. Again, propaganda and misinformation. Cpl. Fromme states the Sheriff’s Office has approximately 650 employees and the FOP represents less than 300 of those employees, again it is FALSE and misleading. The approved staffing for sworn officers is 301; the FOP has 100% membership of the sworn officers currently. Several members of the Sheriff’s Office are retired sworn officers who have been rehired in civilian positions; all are members of the FOP. And, we have numerous dispatchers, clerks, Corrections Officers and support staff who are Associate members of the FOP. We even have folks who are retired officers from other Agencies who are now employed with the Sheriffs Office and they are FOP members.

We challenge Cpl. Fromme to show ANY information in the letter to the editor by President Elliott to be false or misleading instead of making broad statements based on misrepresentations. We agree with Cpl. Fromme on two points: we have received perfect assessments from CALEA and the Sheriffs Office is made up of outstanding men and women. Men and women who voted overwhelmingly to endorse the other candidate, Troy Berry. Cpl. Fromme is in the minority in the FOP on this issue and unfortunately for him he has allowed himself to become a political pawn……

    Berry exhausted all of his remedies/ resources/ means of redress before he sued the Sheriff’s office? How many people have the luxury of suing their employer? Did the FOP discuss/ entertain that before they made their endorsement?

    The crybabies got what they wanted, wait till Mr. Berry brings his form of management and this time next year another anonymous letter about him will appear.
