Law to Give Illegal Immigrants Drivers Licenses Goes Into Effect January 1

mvaEffective January 1, 2014, the MVA will implement a new process for immigrants, presenting foreign documentation without valid accompanying United States Citizenship and Immigration Services documentation, to obtain a driver’s license, learner’s permit, moped permit or identification card (DL/ID).

Customers who are interested in obtaining one of these DL/IDs are advised to take the following steps in preparation for the new law:

  • Apply for an Individual Taxpayer Identification Number through the Internal Revenue Service,http://www.irs.gov/Individuals/General-ITIN-Information;
  • File Maryland Income Taxes for the preceding 2 years and obtain a certification letter that is needed to make an appointment and present to the MVA. Click here for more information;
  • Apply for and obtain identity documents such as a valid, current foreign passport;
  • Obtain two residency documents such as copies of a residential lease, utility bill, or bank statement; and
  • Study the Maryland Driver’s Manual  and take the Online Driver Test Tutorial to prepare for the knowledge test.

Customers presenting foreign documentation without valid accompanying United States Citizenship and Immigration Services documentation MUST schedule an appointment online to apply for a Federally Non-Compliant DL / ID.

Before you make an appointment, you must have contacted the Comptroller’s Office of Maryland to obtain  proof of Maryland income tax filings. You may obtain a certification letter by applying online here  or by making an appointment to visit one of the Comptroller’s branch offices.

Also effective January 1, 2014, all Identification cards, new Type 1 GLS Learner’s permits, and any Federally Non-Compliant DL/IDs will be mailed to your Maryland residence address on file.

      Nothing wrong with you. They can create an industry of shovel ready jobs for bus drivers by rounding these people up and busing them home. Looking for the day when I can’t get on the south bound lane of 95 for bumper to bumper buses. That and my neighbors not voting for the likes of O’Malley!

        They still can’t vote, they’re driving anyway but without insurance, at least this way they can get insurance, although the process of obtaining their license sounds so complicated I wonder how many actually will. I voted for O’Malley and this bill so I would like to say to all of you you are welcome very much :)

    This law will be repealed soon… foreigners don’t have an easy time getting a drivers license in the Peoples Republic of China.

    This is a great idea, reward criminals residing in this country illegally with an official state document. As I understand Maryland state law, possessing a drivers license is a privilege reserved for citizens and those individuals whom have obtained legal residency. What has our marvelous Governor approved? Leave it to the Democrats to make another decision which promotes these criminals for violating the laws. What’s next, convicted child molesters working as licensed daycare providers?

    The DMV also, for some reason, has drivers license handbooks in Spanish. For a country thats intolerant of illegals, alot is being done to allow them to stay. Its understandable that the police would not be able to give a drunk illegal driver a ride home instead of to jail. Even if the illegal requested a ride home, it is unreasonable to expect the Sheriff’s office to take somebody back to Mexico, or some other country instead of taking them to jail, but an American or Marylander living 5 miles away, thats a different story. For some reason, the police are more willing to take someone drunk to jail which may be farther away than their home when stopped. Theres nothing wrong with asking the police, sober, for a ride home instead of to jail. Is there anything in the law or police policies and procedures that prevents this, prevents them from giving rides? Presumably, the Ds and Rs would have done something far more substantial to address this issue, but the illegal vote is far too high, probably, to nicely, or not nicely, for them to leave. Of course a drivers license enables them to work and its not ok to nab jobs away from Americans this way, or any other.

    Everyone in this country is illegal unless your a native american. This is somewhat smart imo for this state to do. Making them get insurance and pay taxes. As long as they are doing that who gives two. BUT will they pay taxes because most of them get paid under the table. Thats the issue.

    So trespassers, which is what they are since they are here illegally and I refuse to call them immigrants, in a sense are now granted diplomatic immunity. O’Malley, Busch & Miller should all be brought up on charges for pushing this through as well as in state college tuition rates for trespassers squatting in our state. Michael Busch has been in office since 1987 & Mike Miller since 1975!!!!!!! These 2 wield way too much power in our state government & their only concern is their well being as well as their buddies. Needless to say these 2 will never bring a term limits bill to the ballot in a general election. Still waters run stagnant. O’Malley, and especially Busch & Miller, have made Maryland a miserable, tax the honest hard working people to the max place to live & now there’s no turning back. How convenient when Gov. Ehrlich was in office, gambling was a tax on the poor & Miller-Busch would scream that from the top of their lungs all day in Annapolis and blocked it at every turn. When O’Malley was elected, all of the sudden it is a great idea. So much more money for education. My taxes keep going up to support the elitist lifestyles of these 3. Enough already!!!!!

    So how do we ensure the INS is hanging out at all the MVA offices on the 1st to round the illegals up? They’re sitting ducks, why not!
