Police Investigate Cookout Shooting in La Plata; Bryans Road Man Charged With Reckless Endangerment

Jeffrey Carter, 30, of Bryans Road, is facing a charge of reckless endangerment after authorities allege he fired a handgun from a moving vehicle during a March 11, 2026 incident in La Plata.

According to court documents, officers with the Charles County Sheriff’s Office and La Plata Police Department responded to the area of Jennie Run Drive for a reported shooting. Upon arrival, officers learned that an adult male victim had already been transported to a hospital for treatment.

Charging documents state the adult male victim told officers he was at a cookout near basketball courts on Potomac Street when an argument broke out between two individuals. He said, “He heard gunshots and started running,” and did not realize he had been shot in the foot until he was fleeing the area.

Investigators reported the victim suffered a gunshot wound to the foot and ankle area.

A second adult female victim told officers she observed Carter, whom she identified as her sister’s boyfriend, during the argument. She stated she saw him “clutching,” which she described as reaching into his waistband for a gun. She told officers she then “heard gunshots” and saw Carter getting into a silver Mercedes-Benz with her sister.

According to the statement, the adult female victim said that as the vehicle drove away, she observed Carter “firing small handgun from the vehicle,” and believed he was shooting at her and the adult male victim.

Investigators later reviewed law enforcement records and photographs and reported that the individual identified matched Carter, including a tattoo on his forehead.

Court records show the charge stems from an incident at Potomac Street and Pomonkey Way, where Carter is alleged to have discharged a firearm from a vehicle “in such manner as to create risk of death or serious physical injury to multiple victims.”

An arrest warrant was issued on March 12, 2026, and served on March 18, 2026. Following his initial appearance, Carter was ordered held without bond. Court officials stated there was a “reasonable likelihood” he posed a danger to others or the community.

During his initial appearance, Carter waived his right to an attorney for that proceeding, according to court records.

A bail review hearing was held on March 19, 2026, where the no-bond status remained in place. A court date is currently scheduled for May 6, 2026, in Charles County District Court.
