
Phillip Keyes, age 63, of Waldorf
UPDATE 4/1/2026: Phillip Keyes, 63, of Waldorf, is facing charges of second-degree assault, indecent exposure, and peeping tom offenses following an incident reported in Charles County, according to court documents.
According to charging documents, the alleged incident occurred on March 30, 2026, in Waldorf. Authorities state that Keyes is accused of conducting visual surveillance of individuals inside a residence without consent and exposing himself in public view.
Court records allege that Keyes looked through a bedroom window where a 4-year-old female juvenile victim and a 1-year-old male juvenile victim were inside the residence. The documents state the children were “undressed, in diapers only” at the time.
The documents further state that Keyes was outside the home, “crouched down, peering through the broken blinds, masturbating, with his sweatpants pulled down,” while looking at the children inside.
When confronted by an adult male victim, court records allege that Keyes spit at him before fleeing the area. Authorities reported that Keyes was located approximately 300 feet from the residence and was later identified by witnesses and law enforcement.
In addition to the exposure and surveillance allegations, court documents state that Keyes is charged with second-degree assault in connection with the interaction involving the adult male victim.
Keyes was arrested and transported to the Charles County Detention Center for processing.
During his initial appearance on March 31, 2026, a judicial officer ordered that Keyes be held without bond, citing a “reasonable likelihood” that he poses a danger to the safety of others or the community.
3/31/2026: On March 30 at 9:54 p.m., patrol officers responded to the 4000 block of Night Heron Court in Waldorf for the report of a person peering into a window.
A preliminary investigation revealed the homeowner observed a flashlight outside his children’s bedroom window. He went to investigate and observed a male kneeling by the window with his pants down while performing a lewd act. The homeowner yelled at the suspect who spat on the homeowner and then fled.
Responding officers located the suspect who was positively identified as Phillip Keyes, age 63, of Waldorf.
Keyes was arrested and charged with indecent exposure, peeping tom, and second-degree assault.

On March 31, Keyes was ordered by the court to be held without bond at the Charles County Detention Center.
On November 25, 2025, Keyes was charged with trespassing on public agency property during business hours after refusing to leave the Charles County Health Department on November 25, 2025, despite being told multiple times by security, staff, and responding officers that he was barred from the property.
The director of the health department told officers that Keyes had been “making sexually suggestive gestures towards staff and making them uncomfortable.” Authorities said Keyes stated he would not leave until he received services and responded “call them then” when warned police would be contacted, and records showed he had been banned from the property since 2013.
