Chesapeake Beach Man Accused of Assaulting Deputies During DUI Arrest in Calvert County

Dawson Michael Orlowski, 25, of Chesapeake Beach, has been charged with first-degree assault, two counts of second-degree assault, obstructing and hindering, reckless endangerment, driving under the influence of alcohol, driving while impaired by alcohol, failure to obey a traffic control device, and failure to drive right of center following an April 25, 2026 incident in Calvert County, according to court documents.

According to charging documents filed in the District Court for Calvert County, Deputy Justin MacWilliams of the Calvert County Sheriff’s Office was sitting in the parking lot of Ledo Pizza in Chesapeake Beach at approximately 10:25 p.m. on April 25, 2026, when he allegedly observed a vehicle traveling south on Bayside Road with its driver-side tires riding on rumble strips in the center of the roadway. Court records state the deputy followed the vehicle and allegedly observed it repeatedly crossing onto the shoulder near Trader’s Seafood, Harbor Road, and Beach Elementary School before sharply jerking back into its lane.

The deputy also reported smelling burning rubber and observing that both passenger-side tires appeared to be losing air while the passenger side of the vehicle leaned lower toward the roadway. According to the probable cause statement, Deputy MacWilliams initiated a traffic stop near Bayside Road and Chesapeake Village Boulevard.

Authorities identified the driver as Orlowski, who allegedly told deputies he was returning home to Willow Street in Chesapeake Beach. Court records state Orlowski initially said he was coming from his residence before later stating he had been at “Mexico” in North Beach. The deputy reported detecting the odor of alcohol coming from the vehicle and later from Orlowski’s breath. The report also alleges Orlowski had “extremely slurred” speech and “extremely bloodshot” eyes.

According to court documents, Orlowski agreed to participate in standardized field sobriety testing. Before testing began, deputies asked whether he had medical conditions, vision problems, or footwear issues that could affect testing, and he reportedly said he did not. The probable cause statement alleges Orlowski repeatedly swayed, lost his balance, and was unable to stand still during attempts to administer the Horizontal Gaze Nystagmus test. Deputies reported they stopped the test due to safety concerns.

Court records state deputies also attempted to administer walk-and-turn and one-leg stand tests, but those tests were not completed because Orlowski allegedly could not stand upright without falling. According to the report, Orlowski agreed to take a preliminary breath test and allegedly recorded a .241 BAC result. Deputies then placed him under arrest and transported him to the Calvert County Sheriff’s Office for further processing and an Intoximeter test.

Court documents allege Orlowski became disorderly during the arrest process and began yelling, “F##k You,” at Deputy MacWilliams and Sgt. Mark Robshaw. According to the probable cause statement, Sgt. Robshaw told Orlowski to stop being disorderly, at which point Orlowski allegedly stood up, approached the sergeant, balled his fists, threatened him, and stood directly in front of his face.

The charging documents further allege Orlowski spit in Sgt. Robshaw’s face before Robshaw took him to the ground. Authorities claim Orlowski then struck Sgt. Robshaw in the face with his arm while deputies attempted to restrain him. Court records state that while deputies were trying to determine whether Orlowski was injured, he allegedly swung his hand toward Deputy MacWilliams’ neck and briefly grabbed it.

Prosecutors charged Orlowski with first-degree assault against Deputy Justin MacWilliams, second-degree assault against Sgt. Mark Robshaw, second-degree assault against Deputy Justin MacWilliams, obstructing and hindering, and reckless endangerment. Court documents specifically allege Orlowski “attempt[ed] to strangle by placing hand onto neck” of Deputy MacWilliams, creating a substantial risk of death or serious physical injury.

The probable cause statement says emergency medical personnel later evaluated Orlowski outside the building, but he refused treatment. Deputies reported Orlowski became disorderly again while waiting for EMS and soiled himself before he was transported to the Calvert County Detention Center. Court records state all events were captured on agency-issued body-worn cameras.

Court records show Orlowski was released on personal recognizance following his initial appearance on April 26, 2026. As part of his release conditions, the court ordered him to complete an evaluation with Calvert Behavioral Health and follow all recommendations.

A preliminary hearing is scheduled for May 27, 2026, in Calvert District Court.

The case remains open.
