Grover William Tall, 63, of Saint Leonard, has been charged in Calvert County District Court with rogue and vagabond and willfully damaging or tampering with a motor vehicle without the owner’s consent, according to court documents. The case was filed on May 5, 2026, and remains open.
The charges stem from an alleged incident reported on April 30, 2026, at Solomons Island Road in Prince Frederick. According to the statement of charges, a deputy with the Calvert County Sheriff’s Office responded around noon for a report of tampering with a motor vehicle. The adult male victim told the deputy that earlier that morning, at about 7 a.m., one of his employees saw a white male in jeans and a blue shirt tampering with a vehicle in the parking lot.
Court documents state the vehicle was a 1966 Chrysler sedan. The adult male victim reported that the driver’s side tire was flat, the vehicle could not be driven, and he planned to have it towed because of the damage.
The employee told the deputy he contacted the vehicle owner after seeing the subject near the driver’s side tire with a lug wrench. According to the charging documents, the employee said the hubcap had been removed and the subject was trying to remove the tire. The employee reported that the person was unable to remove the tire and left the area in a green Ford Taurus with Florida registration.
Investigators checked the registration information for the suspect vehicle and were advised that it was registered to Tall, according to the application for charges. The deputy reported retrieving a photograph of Tall and showing it to the employee, who identified him as the person allegedly tampering with the vehicle. The adult male victim also provided surveillance footage of the incident, according to court documents.
The statement of charges alleges that Tall “was on the motor vehicle” of the adult male victim “with the intent to commit theft of property on the motor vehicle.” A separate charging document lists the offense as willfully damaging or tampering with a motor vehicle without the owner’s consent.
Tall was issued a criminal summons on May 5, 2026. A preliminary inquiry is scheduled for June 15, 2026, at 10:30 a.m. in Courtroom 2 at Calvert District Court in Prince Frederick.
