The investigation began on May 20, 2025 after the Maryland State Police received a CyberTip. On August 19, 2025, members of the Maryland State Police Child Exploitation Unit, Homeland Security Investigations, the Internet Crimes Against Children Task Force, and the United States Secret Service executed a signed residential search and seizure warrant at a home on Kingston Creek Road in California, along with a body search warrant for Maggie Elisabeth-Marie Chutjian.
That same morning, investigators and Trooper Crowe from the Maryland State Police interviewed Chutjian. She was advised of her Miranda rights and voluntarily waived them.
During the interview, Chutjian told investigators she had spoken with other people on Kik about her interest in children and had forwarded child sexual abuse material she received to others who requested it. She allegedly said she did not save the files to her phone and told investigators her interest in child sexual abuse material began a few years earlier, around October 2022.
According to court documents, Chutjian told police she thought “Loli” files were “cute” and that she did not “feel anything” when she watched or viewed child sexual abuse material. Investigators wrote that she said she found groups with similar interests and had to post content in order to interact with them.
Chutjian also allegedly confirmed the email addresses and usernames tied to the flagged content that started the investigation, telling investigators the accounts belonged to her when she used Kik. She also allegedly said she had not had a Kik account for about a year.
When asked about a video found on her Kik account involving the sexual abuse of a dog, Chutjian allegedly confirmed she abused the animal. Court documents state Chutjian’s initial appearance paperwork lists her employer as “Dog Sitting” and her occupation as “Dog Sitter.”
Investigators wrote that she identified the dog as one she had been watching for a customer. Chutjian allegedly told investigators that a person on Kik convinced her to touch the dog’s private area and send videos. She allegedly said the act happened twice and that she did not penetrate the dog.
Maggie Elisabeth-Marie Chutjian, 41, of California, Maryland, has been charged with 20 felony counts, including 18 counts of promotion and distribution of child pornography and 2 counts of aggravated animal cruelty.
Investigators wrote that they reviewed 13 files they identified as child sexual abuse material, along with additional video files allegedly sent through Kik chats to multiple users. Court documents include detailed descriptions of the files, including estimated ages of minor victims — some as young as 1 year old — as well as clothing, background details, and video lengths.
Court documents state that most of the minors described in the reviewed videos were estimated to be 14 years old or younger, including one child described as under 1 year old. One additional video was described as involving a minor estimated to be under 18 and a dog.
At her initial appearance on May 15, 2026, Chutjian was ordered held without bond by the judicial officer, who cited a reasonable likelihood that she posed a danger to an alleged victim, another person, or the community.
At a bail review hearing on May 18, 2026, she was released on recognizance, with $0 bail. The judge listed for that hearing was Judge Karen Christy Holt Chesser.
