Chesapeake Beach Pair Charged In Calvert Oxycodone Distribution Case

Shelly Marie Buzard, 60, of Chesapeake Beach, and Paul Marcello Holland, 66, of Chesapeake Beach, are facing charges in Calvert County after investigators say they distributed oxycodone as part of a months-long drug investigation. Court records list the same four charges for each defendant: distribution of a narcotic controlled dangerous substance, possession with intent to distribute a narcotic controlled dangerous substance, conspiracy to distribute a narcotic controlled dangerous substance, and conspiracy to possess with intent to distribute a narcotic controlled dangerous substance.

According to court documents, the Calvert County Sheriff’s Office Drug Enforcement Unit began investigating Buzard during the winter of 2026 after receiving information that oxycodone was allegedly being distributed in Calvert County. Investigators wrote that Buzard and Holland both listed an Old Bayside Road address in Chesapeake Beach, and that Holland had vehicles registered to him, including a blue 2008 Toyota Sienna that investigators later reported seeing during surveillance.

Police said that between February 1, 2026, and February 15, 2026, members of the Drug Enforcement Unit conducted a controlled purchase of oxycodone from Buzard and Holland in Calvert County. Investigators said the informant was searched before and after the purchase, was provided police funds, met with Buzard and Holland, and later turned over oxycodone to investigators. The court filing says surveillance was maintained and that the purchased pills were processed and placed into property.

Investigators also described surveillance on February 3, 2026, during which Buzard and Holland allegedly left Old Bayside Road in Chesapeake Beach in the Toyota, with Holland driving and Buzard in the front passenger seat. They then traveled to several locations, including Dalrymple Road in Sunderland, Sherry Lane in Prince Frederick, Solomons Island Road in Prince Frederick, the Calvert County Health Department area, Ponds Wood Road in Huntingtown, and Rosemary Drive in Chesapeake Beach. Investigators wrote that they believed some of the interactions were consistent with drug transactions.

The filings also cite prescription records obtained through the Maryland Prescription Drug Monitoring Program. According to court documents, Buzard’s records showed a 10 mg oxycodone prescription connected to a Pain Center in Prince Frederick. Holland’s records showed a 15 mg oxycodone prescription connected to a Health Center in Bowie.

Court documents include several messages investigators said were recovered during separate search warrants on other people’s phones. Investigators said the messages involved accounts or contacts identified as “Shelly Holland” or “Shelly,” and they alleged the messages discussed pill quantities, prices, balances owed, and meeting arrangements. One exchange dated January 28, 2026, included: “Or how bout 20? berries?” “Next month I’ll have 120 of them” and “-5 so grab 15? How much for 15?”

Additional messages listed in the filing included: “ok we can talk bout that then big siss,” “Can u do 15 for 60?” and “got you hon. It’s whatever is best for you. You can’t get in my driveway. It’s all sheet of ice. I’m not about to walk out there. I fall then we have an earthquake when I bust my sss!!! Lol.” The records also list: “Ok I’ma send my assistant lol,” “want her bring lil bit of the salt ??,” “You can get all 30 if you want. Just give me the money for them what I gave to you. Just subtract,” “Ok I’ma let kno when she’s on her way she will come she’s by herself so just her feel me,” “She’s ready head your way,” “I’d love a little bit. I gotta piss Monday coming. I need to be cleamy,” “My husband don’t want nobody here. Come tomorrow. I don’t want no problems,” and “Tomorrow I got y’all.”

A February 2, 2026, message listed in the filing said, “Can you come by here. I got 60,” followed by, “Oh s##t I forgot about that court s##t so sorry. Can Julia do it. I’ll be with Dave in a little bit. Let me know.” Investigators wrote that they believed those messages reflected an arranged exchange of controlled substances.

Court documents also list messages dated February 25, 2026, through February 27, 2026, including: “He said he’s trying to get like 20 of them an if you want to swap him he will pay $5 piece or if you wanna do half swap and half cash he will pay $5 piece or if you want all cash he will give you $25 for 10 or $50 for 20,” and “When he gets chance he still owes me he only gave me that s##t and no money.” Other listed messages include: “He was waiting on you to call back but he’s vacuuming right now so wait an hour and call him back. But he handed them to me whe he got in the car and didn’t open it til we got home and there was only 17 counted them twice though and don’t even take them. He wanted me to tell you he had 1.5 on him and whatever he dumped out he only has 0.3 left. So you got over one whole joint. But whatever the difference is we can try and make it up there tomorrow and he’s got you but we can’t come back out tonight. He said keep in mind we don’t have vehicle so we’re on my moms time as to when we can use the truck otherwise we would have come by earlier.”

The filing continues with additional messages: “I’ll wait. He just owes me 50 I was so scared. Honey help me. He can just bring me a 5 of the fuel,” “My phone must been died cuz just realized then seen ur call on here kno long as got blues for me but I don’t got no ride but if can get at me I got yo??,” “Where you at. I guess I have to wait all day. Come on please,” and “Love y’all. I only have few mins to sit. Haat I only have 5 left. So ais all y’all owe mill just take the5.”

Other listed messages include: “Y’all can hit me up with adds Monday,” “Shelly you know we don’t have vehicle and have to depend on using my mom’s truck when she allows us to use it. We told you this yesterday, we are not trying to dodge you or anything, it just all depends on when we can get there is all,” “Hold the for him,” “.don’t be meacry cry I will. Yeah s##t,” and “don’t know how we could get that here. Give it to Dave to bring it to me. He’s kinda messed up. Sick and s##t.. call me I’ll find ride to meet you. Ok hon.”

On May 27, 2026, at about 9:35 a.m., members of the Calvert County Sheriff’s Office Drug Enforcement Unit and Warrant Unit conducted what court documents describe as a felony traffic stop in the parking lot of Harbor House and Marina on Harbor Road in Chesapeake Beach. Buzard and Holland were arrested. Investigators said they found $182 on Holland, $164 on Buzard, and an oxycodone hydrochloride pill bottle containing plastic tear-off packaging in Buzard’s purse. The pill bottle was labeled as prescribed to Holland, according to the charging documents.

After the arrests, investigators said Buzard and Holland were read their rights. According to the filing, Buzard agreed to speak with detectives without a lawyer and said people contacted her when they felt sick and that she gave away her prescribed pills for free. Court documents also say Buzard reported trading prescribed pills with another person.

The Toyota and money were seized as evidence, according to court documents, and Buzard and Holland were taken to the Calvert County Detention Center on Stafford Road in Prince Frederick for booking. Investigators wrote that the narrative was a summarized version of the investigation and that the events occurred in Calvert County.

Court records show both defendants were initially held without bond on May 27, 2026. After a bail review hearing on May 28, 2026, Judge Robert B. Riddle ordered release on recognizance for each defendant. A preliminary hearing for both cases is scheduled for June 23, 2026, at 1 p.m. in Calvert District Court.
