Clay Andrew Burris, 28, of Dameron, and Cassandra Dorothy Foard, 28, of Lusby, are facing charges in Calvert County after deputies reported finding suspected drugs and paraphernalia during two separate traffic-related incidents in June and July 2026.
Foard is charged in a July 1, 2026 case with possession of a controlled dangerous substance other than cannabis and possession of drug paraphernalia. Burris faces the same two charges from the same incident. The charges stem from a traffic stop near Solomons Island Road and Sweetwater Road in Lusby.
A Calvert County Sheriff’s Office deputy said he was conducting traffic enforcement near Route 4 and Calvert Cliffs State Park when he saw a white Chevrolet Malibu traveling south with an inoperative front passenger headlight. The deputy stopped the vehicle near Route 4 and Sweetwater Road, identified Burris as the driver and Foard as the passenger, and told them the encounter was being recorded on his agency-issued body camera.

The deputy reported that Burris did not have his Maryland driver’s license with him and said he had his passport somewhere inside the vehicle. While Burris looked for it, the deputy said he saw an unmarked black capsule on the floorboard between Burris’ feet. The deputy also wrote that both Foard and Burris had recently been charged in a June 3, 2026 incident involving controlled dangerous substances and paraphernalia.
After additional deputies arrived, the deputy said the black capsule was no longer where he had first seen it. Both occupants were asked to step out of the vehicle and cooperated. During a search, deputies allegedly found cut straws, burnt aluminum foil, and multiple black capsules containing white powdery residue believed to be heroin. Investigators also reported finding a makeup bag in the trunk containing a clear plastic bag with 27 additional sealed black capsules and one cut straw.
Deputies said Burris was searched and found with one cut straw containing suspected heroin residue tucked into the waistband of his boxers. Foard was allegedly found with a cut straw in her pocket and a paper fold containing a substance she described as “horse tranquilizer.”
Police say Foard invoked her rights and said she did not want to speak without a lawyer present. The deputy wrote that while Foard later asked questions about the legal process, she made spontaneous statements that the capsules in the makeup bag belonged to her and that she typically snorts controlled dangerous substances. Burris waived his rights and said he and Foard were “both just users” and had “an addiction problem.”
Both were transported to the Calvert County Detention Center. Initial appearance paperwork shows each was released on personal recognizance with conditions to avoid criminal activity and appear in court. Their July cases are scheduled for trial on August 18, 2026, in Calvert District Court.
Foard also faces a separate set of charges from a June 3, 2026 incident at the Wawa on Market Square Drive in Prince Frederick. In that case, she is charged with possession of a controlled dangerous substance other than cannabis and three counts of possession of drug paraphernalia. The paraphernalia counts involve tin foil, a cut straw, and two black capsules allegedly used in connection with cocaine.
Burris is charged separately from the same June 3, 2026 incident with possession of a controlled dangerous substance other than cannabis and four counts of possession of drug paraphernalia. Those counts involve seven cut straws, two tin foil folds, sixteen black capsules, and a clear plastic container allegedly used in connection with cocaine.
In the June incident, a Calvert County Sheriff’s Office deputy reported seeing a white Chevrolet passenger car traveling south on Route 4 with a driver-side brake light that was not working. The deputy attempted a traffic stop near Route 4 and Stoakley Road. The vehicle later pulled into the Wawa parking lot, and the deputy alleged both occupants appeared to move items around in the center console as he approached.
The deputy identified Foard as the driver and Burris as the passenger. Foard allegedly said she wanted to make sure the deputy knew she was trying to stop in the Wawa parking lot. The deputy wrote that both occupants appeared extremely nervous and that Burris’ hand was shaking while he handed over registration information. A Maryland State Police K-9 team responded and conducted a scan of the vehicle, which allegedly resulted in a positive alert.
During the vehicle search, deputies reported finding cut straws, burnt foil, black capsules, and a clear plastic container with white powder. Burris allegedly said “it was his” and that he “was an addict.” He also said he was not sure exactly what the drug was but believed it was cocaine mixed with other things. The deputy wrote that Burris also said “all the drugs and paraphernalia in the vehicle was his” and that he was a “drug addict.”
Deputies also reported finding a purple purse in the back seat. Foard allegedly said the purse was hers. Inside, deputies said they found a cut straw, burnt tin foil, and black capsules containing white powder. The deputy wrote that all items were collected as evidence and sent to the Maryland State Police laboratory for testing.
Foard’s June case is scheduled for a preliminary inquiry on July 27, 2026, in Calvert District Court. Burris’ June case is scheduled for a preliminary inquiry on August 10, 2026.
