Brian Scott Michaud, 57, of Waldorf, has been charged with two counts of indecent exposure and one count of indecent exposure to a minor following allegations that he repeatedly exposed himself from a second-floor window of his home.
An officer responded to Sprague Drive in Waldorf at approximately 4:24 p.m. on July 18, 2026, after receiving a report of indecent exposure.
An adult male victim told the officer that Michaud, who lived directly across the street, repeatedly opened a second-floor window on the far-right side of his home, stood with his back facing outside and masturbated. The man said the behavior had occurred multiple times throughout the day and that a previous police report had been filed concerning similar conduct.
The adult male victim identified Michaud as the person involved. According to the police account, the man said he was “disturbed and frustrated” by the repeated behavior and wanted the latest incident documented.
The man also reported that during nighttime incidents, Michaud allegedly opened the window and turned on a lamp, making himself visible. He said Michaud would turn off the lamp and close the window after finishing.
The most recent incident was reported to have occurred at approximately 9 p.m. on July 17, 2026. The man said similar incidents had occurred about one or two months earlier. He reported that the behavior temporarily stopped after the earlier police report but later resumed.
The man also told police that another neighbor became involved in a verbal argument with Michaud approximately one month earlier concerning the alleged incidents.
An adult female victim told the officer that she had recorded Michaud on multiple occasions using her cellphone and agreed to provide copies of the recordings. She also reported that the couple’s 13-year-old daughter had witnessed the alleged behavior multiple times. The family expressed concern that the incidents were continuing.
After consulting with the Charles County State’s Attorney’s Office, the officer sought charges against Michaud. The allegations resulted in two indecent exposure counts involving the adult victims and an indecent exposure-to-a-minor charge involving the 13-year-old girl.
A criminal summons issued July 23, 2026, directs Michaud to appear for a preliminary inquiry at 9 a.m. on September 14, 2026, in Charles County District Court. The allegations have not been proven in court.
