On March 9, 2018 Deputy A. Beshline of the St. Mary’s County Sheriff’s office arrived in the area of Creeping Primrose Lane and Columbus Drive, in Lexington Park, to check the welfare of a subject slumped over the steering wheel of a blue GMC pickup truck. The vehicle was located at the entrance of a roundabout with the engine running.
Upon walking up to the driver-side door of the vehicle, the officer located the Jeanne Marie Mackey, 26, of Lusby, leaning against the driver door unresponsive. The vehicle was running with the transmission in drive. Mackey had her foot on the break. The officer began knocking on the window without a response from Mackey. Both doors were locked and the officer continued to increase the intensity and loudness of the knocking until Mackey was startled awake. Mackey took her foot off the brake which resulted in the vehicle moving forward. Mackey began screaming as the vehicle was moving. The officer provided Mackey with clear instructions to put the vehicle in park and she was advised to unlock the door and open it.
Immediately, the officer observed a hypodermic needle sitting between Mackey’s thighs. The orange cap was removed and the plunger was pulled back in the ‘loaded’ position. Mackey was ordered to exit the vehicle. As Mackey exited the vehicle, a silver spoon with white residue on it was observed with two wax paper squares sitting next to the spoon. Upon closer inspection of the wax paper and spoon, the officer observed white granules consistent with heroin. All items were seized.
The officer observed the eyes of the suspect and the pupils appeared to be pinpoint, fresh marks along her arms were observed, consistent with injecting heroin intravenously. Mackey admitted to injecting heroin approximately two hours prior. Mackey advised she injected approximately two bags worth of heroin.
Mackey was placed under arrest and transported to the St. Mary’s County Detention and Rehabilitation Center for processing.
