David Jarvis Hughes Jr., 26, of Waldorf, has been charged with littering and illegal dumping under 100 pounds following an incident in Bel Alton on March 28, 2026, according to court documents.
According to charging documents filed by the Charles County Sheriff’s Office, the incident occurred along Bel Alton Newtown Road in Bel Alton, where an officer responded to a report of illegal trash dumping.
A witness told investigators that at approximately 3:10 p.m., he observed “a white in color, Mercedes, USPS (United States Postal Service) marked, postal van put its flashers on, and stop on the side of the road.” The witness further stated he saw “a black male, wearing red in color hoodie, having his red in color hood up over his head, exit the USPS Postal van, and throw mail from the vehicle into the woods ravine.”
The witness added that after being noticed, “the black male quickly got back into the USPS Postal van, and fled in an unknown direction of travel.”
Deputies reported locating a vehicle matching the description in the area and later observed a man exiting a USPS van who matched the witness description. Hughes was identified at the scene through his Maryland driver’s license and detained.
According to the report, Hughes told the officer “that he works for the USPS” and that his delivery route included the Bel Alton area. He also stated “that while delivering packages in the area, he did call co-worker to help him deliver the packages he had left in his vehicle.” Hughes denied the allegations, telling the officer “that he did not throw mail out of his USPS Postal van at the time of the incident” and that “he was charging his phone at his work, and he was not in the area.”
A second USPS employee told deputies that Hughes contacted her around 3:15 p.m. asking for assistance. She stated that “Hughes Jr called her… and asked her to meet him at this location,” adding that he “told her that he needed help delivering packages in the area that were in his USPS Postal van.”
Investigators also spoke with a USPS manager, who confirmed that Hughes was assigned to deliver mail in the Bel Alton area at the time. The manager told deputies that after being provided with names and addresses found on the discarded mail, “the mail did in fact come from Hughes Jr’s USPS Postal van.”
Authorities noted that due to “inconsistent statements made by Hughes Jr,” he was placed under arrest and transported to the Charles County Detention Center.
Hughes is charged with one misdemeanor count of littering/dumping under 100 pounds. Court records show he was released on his own recognizance following an initial appearance and is scheduled to appear for a court date on May 12, 2026, at the Charles County District Court.
