Man Accused of Disturbing Behavior & Groping Shopper at Waldorf Retail Store, Released on Recognizance

Cory Rashid Simpson, 34, of Oxon Hill, is facing charges of second-degree assault and indecent exposure following an alleged incident inside a retail store in Waldorf on April 11, 2026, according to court documents.

Deputies with the Charles County Sheriff’s Office responded at approximately 7:09 p.m. to a TJ Maxx on Festival Way for a report of a man “disturbing the peace and harassing customers,” according to the statement of probable cause .

Before officers arrived, an adult female victim approached a sergeant and reported that she had just witnessed the suspect, later identified as Simpson, masturbating in the shoe section of the store.

When deputies arrived, they located Simpson at the front of the store matching the description provided. He was identified using his Maryland driver’s license. Simpson told deputies he was “waiting at the TJ Maxx for his aunt to come pick him up,” .

While officers were speaking with Simpson, a second adult female victim reported a separate encounter. She told deputies that while shopping in one of the aisles, she “felt someone touch her buttocks.” When she turned around, “she saw Simpson behind her, however she did not know what Simpson touched her with,”.

After collecting statements from both victims, deputies placed Simpson under arrest for indecent exposure and continued the investigation. Authorities advised Simpson of his rights, and he agreed to speak with officers.

According to the statement, Simpson told deputies he was inside the store “for the purpose of buying blankets and clothes.” When asked directly if he exposed himself, Simpson responded “no.” When questioned about whether his pants had fallen down while inside the store, Simpson replied, “possibly.” He further stated that his pants “could have fallen down because his hands were full with merchandise and he had his phone in his pocket weighing his pants down,”.

Simpson was transported to the Charles County Detention Center without incident, where he was formally charged. Court records indicate both charges—second-degree assault and indecent exposure—are classified as misdemeanors.

Following his arrest on April 11, 2026, Simpson was released on his own recognizance.

A court date is scheduled for June 16, 2026, at the Charles County District Court.
