Devin E. Webb, 39, of Leonardtown, is charged with second-degree assault on a correctional employee after an incident reported April 9, 2026, at the St. Mary’s County Detention Center on Baldridge Street in Leonardtown, according to court documents.

Webb is charged with one misdemeanor count of second-degree assault of a correctional employee. The charging documents state the allegation involves an adult male victim who works at the St. Mary’s County Detention Center.

According to the statement of probable cause filed by Deputy Z. Wolfe of the St. Mary’s County Sheriff’s Office, the deputy responded to the detention and rehabilitation center for a reported assault and spoke with the adult male victim, a correctional officer. The officer told investigators he was delivering lunch to Webb, opened the food chute, and placed a bag lunch on it. The documents say Webb then said he “was not going to eat it” and quickly reached for the officer’s arm through the chute, grazing it with his hand. The officer told investigators he then tried to restrain Webb, but Webb continued reaching through the chute and grabbed his forearm again during the altercation. The report states the officer then used pepper spray, which allowed him to close the chute.

Security video from the facility was reviewed, and according to the deputy, the start of the incident could not be seen because the officer’s body blocked the view, but the video showed Webb reaching out of the chute multiple times and clearly grabbing the officer’s left arm shortly after the struggle began.

Investigators also interviewed Webb, according to the filing. The report says he waived his rights and agreed to speak. Webb told investigators he “did not want the bologna sandwich he was provided,” that he reached out to hold the chute open so he could ask “for tray with different food,” and that he “did not assault anybody and just wanted to hold the chute open.” The deputy wrote that Webb’s account did not match the security camera footage.

Court records show Webb was already incarcerated at the facility at the time of the alleged incident and was not transported after the charge was filed. An initial appearance was held April 10, 2026, and the Office of the Public Defender entered an appearance on April 13, 2026.
