David Arnold Raley Jr., 58, of Ridge, is charged with first-degree assault and second-degree assault after allegedly threatening a man with a knife following a motorcycle crash in Scotland, according to court documents.

The incident occurred on April 13, 2026, at approximately 3:00 a.m. at the intersection of Courtney Way and Third Way in Scotland, when a St. Mary’s County Sheriff’s Office deputy responded.

A male victim, described in the documents as a member of the Fire Department, told deputies he received a notification about the motorcycle crash near his home and responded to the area.

Upon his arrival, he reported that he saw Raley attempting to get back onto a Kawasaki motorcycle after the crash and, due to what he described as apparent injuries, told him it was not safe to drive and that he wanted to make sure “he was okay.”

While awaiting the arrival of EMS, the victim was speaking with Raley, the witness removed the keys from the motorcycle, which caused Raley to get off the bike where he then fell to the ground, according to the documents.

The victim told deputies that as he continued checking on Raley when he pulled out a “silver folding pocket knife,” opened it, pointed it at the victim and told him to get away while walking toward him. The victim stated he never made any physical contact with Raley during the encounter. Investigators later recovered the knife from Raley.

Raley was later charged with first-degree assault, a felony, and second-degree assault, a misdemeanor, in connection with the incident.

An arrest warrant was issued on April 13, 2026, and served on April 15, 2026, by the St. Mary’s County Sheriff’s Office. Following his arrest, Raley was initially held without bond after a judicial officer determined there was a reasonable likelihood he posed a danger to others.

Court records show that as part of his release conditions, Raley was ordered not to contact or harass the male victim.

After a bail review hearing on April 16, 2026, Raley was released on his own recognizance under pre-trial supervision.
