UPDATE 5/22/2026: Legend McKinley Carter, 30, of Lexington Park, pleaded guilty in St. Mary’s County District Court to failing to obey a reasonable and lawful order by law enforcement after an April 19, 2026, incident near Old Hewitt Road in Lexington Park, according to court documents. The case was filed on April 20, 2026, and closed after a May 21, 2026, hearing before Judge James Tanavage.
Court records list the misdemeanor charge as failing to obey a reasonable and lawful order. Carter also faced traffic citations connected to the same incident, including driving or attempting to drive a motor vehicle on a highway without a required license and authorization, driving on a suspended license and privilege, driving while suspended under specified Maryland transportation provisions, and failing to return to and remain at the scene of an accident involving attended vehicle damage or property damage.
According to the statement of charges filed by Deputy Aaron Wood of the St. Mary’s County Sheriff’s Office, deputies responded on April 19, 2026, to the area of Buck Hewitt Road and Thoroughbred Way for a reported accident. Court documents say an orange Dodge Charger was found with significant front-end damage, partly over a curb and into an embankment on Old Hewitt Road.
The charging documents state that the operator, later identified as Carter, allegedly fled from the vehicle but returned shortly afterward and admitted to driving it. While DFC Welch was speaking with Carter, Carter was allegedly standing in the middle of Buck Hewitt Road. The documents state that DFC Welch directed Carter several times to move out of the roadway because vehicles were passing. According to the filing, DFC Welch asked Carter multiple times, “PLEASE GET OUT OF THE ROAD SO I CAN TALK TO YOU.” Carter allegedly refused and remained in the road, causing vehicles to stop and move out of the normal flow of traffic.
At an initial appearance on April 20, 2026, Carter waived an attorney for that hearing only, according to court paperwork. A judicial officer set a $1,000 unsecured personal bond and ordered Carter not to engage in criminal activity and to appear in court when notified. The bond was posted the same day.
On May 21, 2026, Carter entered a guilty plea to the failing-to-obey charge. Judge Tanavage granted probation before judgment with unsupervised probation. Court records show a 30-day jail term was imposed and fully suspended, and Carter was placed on one year of unsupervised probation.

UPDATE 4/20/2026: Legend McKinley Carter, 30, of Lexington Park, has been charged following a motor vehicle crash reported on April 19, 2026, in the area of Buck Hewitt Road and Thoroughbred Way, according to court documents.
Emergency responders were dispatched at approximately 10:12 p.m. for a reported crash involving injuries. Fire and rescue crews located a Dodge Challenger that had left the roadway and struck a tree and utility boxes. The operator was transported to an area hospital with minor, non-life-threatening injuries.
According to charging documents, the crash occurred after the vehicle struck a curb on Buck Hewitt Road, traveled through the center of a roundabout, hit multiple road signs, and left the roadway before colliding with a utility box and nearby bushes.
Deputies with the St. Mary’s County Sheriff’s Office responded to the scene. Court records state that Carter allegedly fled from the vehicle but returned shortly after and admitted to driving.
While on scene, a deputy instructed Carter multiple times to move out of the roadway for safety reasons, stating, “please get out of the road so I can talk to you,” but he allegedly refused and remained in the roadway, causing traffic to stop and divert.
Carter was taken into custody at the scene and later charged with multiple offenses, including:
- Failure to obey a reasonable and lawful order
- Driving without a required license
- Driving on a suspended license
- Driving while suspended under specific provisions
- Failure to remain at the scene of an accident involving property damage

4/19/2026: On Sunday, April 19, 2026, at approximately 10:12 p.m., firefighters and emergency medical services responded to Buck Hewitt Road and Thoroughbred Way in Lexington Park, for the reported motor vehicle collision with injuries.
Fire and rescue crews arrived to find a Dodge Challenger off the roadway and into a tree and utility boxes, with police requesting the suspect be evaluated for injuries.
Preliminary investigation found the vehicle struck the curb on Buck Hewitt, drove through the middle of the roundabout before striking multiple road signs, another curb, left the roadway and struck a utility box and multiple bushes/small trees.
The operator was placed into custody for unknown reasons. Emergency medical services transported the man to an area hospital with minor, non-life-threatening injuries.
