Richard Alvin Nolan III, 38, of Lusby, and Elvis Ray Brien, 35, of Lexington Park, were both arrested following a traffic stop in Dameron on May 2, 2026, according to court documents. Nolan faces charges of possession of a controlled dangerous substance not cannabis and possession of drug paraphernalia, while Brien is also charged with drug-related offenses stemming from the same incident.

According to court documents, a deputy with the St. Mary’s County Sheriff’s Office was operating a marked patrol vehicle in the area of Three Notch Road when a white Ford Ranger pulled onto the roadway and then immediately onto the shoulder. The deputy observed that the vehicle’s temporary Maryland registration had expired in February 2026 and initiated a traffic stop.
During the stop, Nolan, who was seated in the front passenger seat, “abruptly exited the vehicle and walked to the immediate front hood area,” which obstructed the deputy’s view of his lower body. Authorities ordered both Nolan and the driver, identified as Brien, back into the vehicle, and they eventually complied.
Further investigation revealed that Nolan had an outstanding warrant for his arrest in St. Mary’s County. Deputies confirmed his identity through prior booking records. A search of Nolan’s person allegedly revealed “loose white rock like substance in his front hooded shirt pocket,” which the deputy identified as suspected crack cocaine.

Additional items were located on the roadway near the front of the truck where Nolan had walked, including “two additional plastic tied off baggies each containing white rock like substance, suspected to be crack cocaine,” as well as a glass smoking device containing burnt residue. The deputy noted that the packaging materials were consistent with those found on Nolan.
Both Nolan and Brien were taken into custody. Nolan was transported to the St. Mary’s County Detention Center, where he was served his outstanding warrant and formally charged.
During Nolan’s initial appearance on May 3, 2026, he waived his right to an attorney for that hearing. A judicial officer ordered that he be held without bond, citing a “reasonable likelihood [the] Defendant will not appear when required.” Conditions of the case include appearing in court as directed and not engaging in criminal activity or using controlled substances without a prescription.
Brien also faces charges related to possession of a controlled dangerous substance and paraphernalia, according to court records.
