Calvert County Deputies Arrest Woman Following Vehicle Assault in Dunkirk Grocery Store Parking Lot

Nannette Candice Hipkins, 52, of Huntingtown, faces multiple charges including first-degree assault, second-degree assault, reckless endangerment, disorderly conduct, resisting arrest, and failing to obey a lawful order following an incident outside the Giant grocery store on Town Center Boulevard in Dunkirk on April 26, 2026, according to court documents.

According to charging documents filed by Deputy Morgal of the Calvert County Sheriff’s Office, deputies responded around 7:48 p.m. to reports of a disorderly woman yelling at people in the parking lot of the Giant store on Town Center Boulevard. A caller told dispatchers the woman had attempted to hit an adult male victim with her vehicle and nearly struck the storefront before leaving the area in a gray Honda CRV.

Court records state deputies met with an adult female witness and an adult male victim outside the store. The adult male victim told deputies he had been backing up his truck when Hipkins allegedly rolled down her window and began yelling at him. The adult male victim showed deputies cellphone video footage and told investigators Hipkins drove her vehicle toward him while he was walking into the store, causing him to move behind a concrete pole for protection. Investigators also alleged Hipkins used racial slurs toward the couple during the encounter.

An employee witness inside the store told deputies she observed Hipkins attempt to strike the adult male victim with her vehicle. The witness said she saw Hipkins drive toward the front of the building before speeding through the parking lot and claimed customers nearby were afraid to move because of the driving behavior.
Deputies later went to Stephen Reid Road in Huntingtown after identifying Hipkins as the registered owner of the vehicle involved, according to the statement of probable cause. Court documents state deputies instructed Hipkins to come outside the residence, but she allegedly retreated into the home after being told she was under arrest. Investigators allege Hipkins resisted officers by tensing up, falling onto a bed, refusing commands, and attempting to pull away while being escorted from the residence.

According to court records, Hipkins allegedly told deputies, “if she wanted to hit him she would have” while being escorted from the residence. Investigators also stated that while deputies arranged for an adult to pick up a juvenile family member, Hipkins slipped out of her handcuffs and began knocking on the patrol vehicle window before being restrained again.

A juvenile family member told deputies Hipkins drove toward the adult male victim “to try and scare him,” but said there was a barrier preventing contact, according to charging documents.

Hipkins was transported to the Calvert County Detention Center and formally charged with first-degree assault, second-degree assault, reckless endangerment, disorderly conduct, resisting arrest, and failing to obey a lawful order.

During an initial appearance in Calvert County District Court on April 27, 2026, District Court Commissioner Alexander Robinson initially ordered Hipkins held without bond, citing concerns she posed a danger to others and might fail to appear in court. Later that day, Calvert County District Court Judge Michelle R. Saunders set Hipkins’ release conditions on a $5,000 unsecured personal bond.
