Jamal Jonathan McKinney, 29, of Fort Washington, is facing multiple criminal charges after an incident at the food court of St. Charles Towne Center in Waldorf on April 23, 2026, according to charging documents filed in the District Court for Charles County.
McKinney has been charged with felony second-degree assault on a law enforcement officer, disorderly conduct, disturbing the peace, and resisting arrest.
According to a statement of probable cause filed by the Charles County Sheriff’s Office, officers were dispatched at approximately 9:31 a.m. to the mall food court on Mall Circle in Waldorf for a report of a disorderly man.
Charging documents state deputies arrived and found McKinney outside the food court with mall security personnel. Officers alleged McKinney was “yelling at the mall security with balled fists, reaching into his waistband, and taking fighting stance.”
According to court records, deputies attempted to separate the parties and ordered McKinney to stop as he tried to walk away. Documents allege McKinney then approached an officer “with balled fist and was yelling expletives.” The officer stated he raised an arm to maintain distance and ordered McKinney to sit down.
The charging documents state McKinney continued yelling after sitting on a bench and refused to provide identifying information when asked by deputies. Officers alleged he threatened mall security, stating, “I’ll slap the s##t out of you, you don’t know who you are playing with, I’ll beat the f##k out of you.”
According to the statement of probable cause, mall security personnel told deputies that a delivery driver had contacted them after McKinney allegedly threatened to kill the driver. Court records state McKinney allegedly said, “I have switch, ill kill you, I’ve killed people before and don’t give f##k.”
Charging documents further state several mall employees and patrons were disturbed by the incident and that mall security instructed McKinney to leave approximately 10 times, but he allegedly refused. A citizen reportedly convinced him to step outside the store area, though deputies said he still refused to leave the entrance.
Officers stated McKinney was detained for disorderly conduct and allegedly resisted arrest by “pulling away from officers, flexing his arms to avoid handcuffs, attempting to free himself from officers hold.”
According to court documents, after being handcuffed, McKinney allegedly told deputies he would “slap the s##t out of” the officer and warned the officer to “watch my back.” Deputies also alleged that while transporting him to the Charles County Detention Center, McKinney repeatedly threatened to fight officers and “does not care what happens to him.”
Court records show McKinney was later identified through a woman he was speaking with by phone, and deputies confirmed his identity through the Charles County database before he later confirmed his information during booking.
During an initial appearance later that day, McKinney waived an attorney for the hearing and was released on personal recognizance. As part of his release conditions, he was ordered not to engage in criminal activity and not to enter or be near St. Charles Towne Center on Mall Circle in Charles County.
