Prince Frederick Woman Arrested for Stealing More Than 2,400 Pills From CVS Pharmacy and Animal Cruelty Charges

Amanda Louise Phillips, 28, of Prince Frederick and Huntingtown, and Vashawn Eugene Parran, 29, of Prince Frederick, are facing multiple criminal charges in separate Calvert County cases involving alleged animal neglect, drug possession, drug distribution, and theft of prescription medications, according to court records.

Phillips is facing a major felony drug and theft case filed by the Maryland State Police after investigators alleged she stole thousands of prescription pills from a CVS Pharmacy in Dunkirk over a two-year period.

According to charging documents, Phillips was charged with theft scheme between $100 and $1,500, three counts of possession with intent to distribute controlled dangerous substances, three counts of distributing controlled dangerous substances, and three counts of possession of controlled dangerous substances.

Court records state the investigation began on Feb. 20, 2026, after Trooper Corey Williams responded to CVS Pharmacy on Ward Road in Dunkirk for a reported theft. Investigators alleged CVS management learned of the alleged thefts after employees saw a Facebook post showing Phillips “being arrested with pills earlier in the week.”

According to the application for charges, a CVS District Manager told investigators Phillips admitted during a meeting that she had been stealing pills from the pharmacy since 2024. Court records state Phillips allegedly confessed to stealing approximately 910 Clonazepam pills and 319 Alprazolam pills.

Investigators later alleged CVS completed an internal audit showing additional missing pills, including 294 Clonazepam pills, 571 Alprazolam pills, and 20 Xanax pills. Prosecutors alleged the combined theft involved 1,204 Clonazepam pills, 890 Alprazolam pills, and 339 Xanax pills.

Court records state CVS estimated they had purchased the pills for approximately $1,198.53 and a retail value was approximately $18,422.71.

Based on the 2,433 pills referenced in charging documents, the alleged acquisition cost averaged about 49 cents per pill, while the estimated retail pharmacy value averaged approximately $7.57 per pill.

According to investigators, Phillips allegedly told troopers she took the pills and provided them to Haley, stating she “would take approximately one hundred pills per month” and would remove “a couple of pills each shift.”

Charging documents state Phillips told investigators she “did not know what she would do with the pills and claimed she would take nothing in return.”

Investigators executed a consent search at Phillips’ Huntingtown residence on Feb. 20, 2026, but reported “nothing illegal was located or seized.”

Court records show Phillips was later arrested on an arrest warrant issued April 16, 2026, and appeared before a District Court commissioner on April 21, 2026. She was released on a $10,000 unsecured personal bond with conditions that she not engage in criminal activity and appear in court as required.

The records also state Phillips waived an attorney during her initial appearance.

In a separate case, Phillips and Parran were both charged after authorities allegedly found a black pit bull mix named “Fresh” tethered in unsafe conditions outside a West Ave residence in Prince Frederick on April 24, 2026.

According to Animal Control Officer ACO Bell-Bussler, officers responded after callers reported a dog had been barking outside since approximately 6 a.m.

Court documents state officers located the dog attached to an orange tether “extremely tangled around tree” in the center of a creek.

“The creek was deep enough to reach the top of my boots as I attempted to free the dog,” the officer wrote in charging documents.

Investigators alleged the dog did not have access to shelter or “a clean source of potable water.” The dog was later impounded and transported to the Linda Kelley Animal Shelter.

Court records state Parran later told investigators he “left work early and did not remember when he put Fresh outside” and “did not remember when he came home from work other then that it was late.”

The documents also state Parran allegedly told investigators “his Fiancee Amanda Phillips was supposed to be home and watching him.”

Phillips was charged with two counts of animal cruelty for allegedly failing to provide proper drink and shelter, one count of restraining a dog while limiting its movement, two counts of restraining a dog without adequate water or shelter access, one count of restraining a dog in unsafe conditions, and one count of leaving a dog tethered unattended for more than one hour.

Parran faces similar charges, including two counts of animal cruelty, two counts of failing to provide proper drink or shelter, one count of restraining a dog in unsafe conditions, and one count related to tethering a dog outdoors unattended.

Court records also show Parran was previously charged in a separate 2025 Calvert County animal neglect case involving two dogs at a Chesapeake Beach Road residence in Chesapeake Beach.

According to those records, deputies responded Sept. 21, 2025, after receiving reports that two dogs had been left outside overnight. Investigators reported locating a pit bull-type dog and a brown Labrador-type dog tethered outside with leashes allegedly wrapped around railings in a manner that restricted their movement.

One dog was described in charging documents as appearing “malnourished due to being able to see its ribs.” Deputies also alleged the dogs had no accessible food or water and had become tangled multiple times overnight.

In that case, Parran was charged with two counts of animal cruelty and four counts related to allegedly failing to provide proper drink and space for the dogs.
