Vincent Perry Brooks, 34, of Accokeek, is facing three misdemeanor counts of possessing a controlled dangerous substance other than cannabis and one misdemeanor count of possessing drug paraphernalia after a May 4, 2026, traffic stop in Calvert County, according to court documents.
According to charging documents filed by Cpl. Plant of the Calvert County Sheriff’s Office, the incident began at about 1:27 p.m. on May 4, 2026, while the deputy was driving a marked patrol vehicle north on Main Street near Old Field Lane. The deputy reported seeing a yellow Nissan Xterra traveling south on Main Street and alleged that a large piece of food trash was thrown from the passenger side window into a grassy area off the road.
Court documents state the vehicle continued south on Main Street toward Hawk Hill Drive before making a U-turn near Main Street and Old Field Lane. The deputy later saw the vehicle turn left onto Calvert Towne Road and initiated a traffic stop. The vehicle stopped on Calvert Towne Road in Calvert County.
Brooks was identified as the driver. Two passengers were also in the vehicle: an adult female passenger in the front seat and an adult male passenger in the rear seat. According to the statement of probable cause, Brooks was unable to provide his license and registration when requested. The deputy wrote that Brooks appeared nervous, fidgety and argumentative about the stop.
The statement of probable cause says the deputy requested additional units and a drug-detection K9. Court documents state that DFC R. Jones arrived with K9 Bane, who conducted an open-air sniff of the vehicle and displayed a positive alert to the odor of controlled dangerous substances.
A search of the vehicle allegedly found several items, including a glass smoking device with heroin residue, numerous tin foil folds with burnt heroin residue, a rolled dollar bill with burnt heroin residue, a clear capsule with heroin, a blue alprazolam pill under a rear passenger seat cushion, another glass smoking device with heroin residue under the driver’s seat, and additional capsules and items with suspected heroin residue. Court documents also list buprenorphine and naloxone, commonly known as Suboxone, among the substances allegedly found.
The charging documents list the three drug possession charges as involving heroin, alprazolam and buprenorphine/naloxone. The paraphernalia charge alleges Brooks possessed items including two glass smoking devices with heroin residue, tin foil folds with burnt heroin residue, a dollar bill with heroin residue, clear capsules with heroin residue, a yellow tube with heroin residue, and a paper roll with heroin residue.
After the vehicle search, all occupants were searched, and no additional contraband or controlled substances were found, according to court documents. The statement of probable cause says, “Brooks advised all aforementioned items located inside the vehicle belonged to him.” Brooks was then arrested and transported to the Calvert County Detention Center without incident.
The seized property was placed into evidence at the Calvert County Sheriff’s Office under property numbers SDP 58279 and SDP 58280, according to the court filing. The deputy wrote that the case was closed by arrest and that all events occurred in Calvert County.
At Brooks’ initial appearance on May 4, 2026, a judicial officer found probable cause and released him on personal recognizance with no bail amount required. His release conditions include not engaging in criminal activity and appearing in court when notified. Court documents also state Brooks waived an attorney for the initial appearance only.
