Aleksandrs Koptevs, 31, of Owings Mills, is facing felony and misdemeanor drug and firearm charges after Maryland State Police said a welfare check in a Prince Frederick parking lot led to the discovery of suspected controlled substances, drug-packaging materials, and a loaded handgun, according to District Court documents filed in Calvert County.
Koptevs is charged with three counts of possession of a controlled dangerous substance other than cannabis, two counts of possession of drug paraphernalia, possession with intent to distribute a narcotic, distribution or related drug activity with a firearm, and possession of a firearm during a drug trafficking crime. Court records list the alleged offenses as occurring on May 13, 2026.
Trooper First Class Craig Baden with the Maryland State Police Prince Frederick Barrack responded at about 4:04 p.m. on May 13, 2026, to Walmart on Solomons Island Road N in Prince Frederick for a welfare check involving a man who had reportedly been sitting in the parking lot for an unusually long time. Baden wrote that “This incident was captured on BWC.”
Police said the vehicle was running and had heavily tinted windows when Baden arrived. According to the charging documents, Baden knocked on the window, made contact with the driver, and saw what he described as a white iPad on the center console with a small pile of suspected crack cocaine on it. Police said Koptevs was asked to exit the vehicle, and Baden reported seeing suspected cocaine around the base of his nose.
Court documents state that a search of the vehicle was conducted after police observed suspected drugs in plain view. Police reported finding multiple plastic bags containing suspected crack cocaine, suspected heroin, and suspected oxycodone hydrochloride pills, along with a black scale, plastic bags, a metal spoon, and a rolled dollar bill. The documents list suspected crack cocaine in several quantities, including 49.4 grams, 1.6 grams, 4.6 grams, and 5.6 grams, as well as 5.5 grams of suspected heroin and seven blue pills marked “30,” suspected to be oxycodone hydrochloride.
Police also reported finding a yellow DeWalt bag on the rear passenger seat containing two magazines with 9mm ammunition. According to the statement of probable cause, another trooper found a loaded black Sig Sauer P365 handgun under the rear passenger seat cushion, with one round in the chamber and 11 additional 9mm rounds in the magazine. Court documents state that Koptevs did not have an active concealed carry permit.
Baden wrote in the statement of probable cause that, based on the quantity of suspected drugs, the firearm, individual plastic bags, a scale, and multiple cell phones, he believed Koptevs possessed controlled dangerous substances with the intent to deliver or sell them. The documents state the items were seized and packaged at the Maryland State Police Prince Frederick Barrack, and Koptevs was taken to the Calvert County Detention Center.
At an initial appearance on May 13, 2026, Koptevs waived an attorney for that hearing only, according to court records. A District Court commissioner ordered him held without bond, citing the nature and circumstances of the charges, the evidence described in the case, and the potential sentence if convicted.
A bail review hearing was held May 14, 2026, before Judge Michelle R. Saunders in Calvert District Court. Court records show bond was later set as a $50,000 percentage bond. A preliminary hearing is scheduled for June 9, 2026, at 1 p.m. in Calvert District Court.
