Edwin Stanford Foote Jr., 63, of Huntingtown, is facing misdemeanor charges of possession of a controlled dangerous substance that was not cannabis, possession of drug paraphernalia, and obstructing and hindering after an arrest in Calvert County on May 14, 2026, according to District Court records.
According to court documents filed by Det. Tunnell of the Calvert County Sheriff’s Office, members of the agency’s Drug Enforcement Unit were conducting surveillance in the Saint Leonard area at about 9:15 p.m. on May 14, 2026. Police reported seeing a white GMC Yukon pull into an establishment on St. Leonard Road in Saint Leonard, followed shortly afterward by a blue Kia Sedona. Court records allege that Foote got out of the Sedona, approached the Yukon, entered its back seat, and left less than two minutes later while holding an object in his right hand.
The detective wrote that, based on training and experience, the conduct appeared consistent with a hand-to-hand narcotics transaction. Police said the Sedona then left the parking lot and traveled north on St. Leonard Road. The detective reported following the vehicle after observing what was described as a turn without a signal.
Court documents state that before emergency lights were activated, the Sedona pulled onto the shoulder and stopped. The driver allegedly got out of the vehicle without being prompted and ignored two orders to get back inside. Police said the driver was detained, and Sgt. Bowlan arrived to assist. According to the charging documents, Sgt. Bowlan asked Foote to get out of the passenger area and attempted to detain him in handcuffs. Police allege Foote pulled his arms away while being handcuffed before he was detained without further incident.
A Calvert County Sheriff’s Office K9 team then responded to the stop. Court documents state that Det. DeLeon and K9 “Rico” conducted an open-air sniff of the vehicle, and that the K9 gave a positive alert. Police said a search followed, and because officers believed they had observed Foote in a suspected drug transaction, he was also searched.
During that search, police reported finding a cellophane wrapper containing a green “Blow Pop” wrapper wrapped around a white, rock-like substance suspected to be cocaine inside Foote’s left sock. Charging documents identify the alleged substance as cocaine and list the paraphernalia as the “Blow Pop” wrapper allegedly used to contain or conceal it.
Foote was charged with possession of cocaine, possession of drug paraphernalia, and obstructing and hindering a police officer. The court file lists the offense location as St. Leonard Road in Saint Leonard and the offense date as May 14, 2026.
At an initial appearance on May 15, 2026, Foote was released on personal recognizance with no bail amount set. The initial appearance report states that the release followed a finding of no probable cause for the warrantless arrest. The listed release conditions require Foote not to engage in criminal conduct and to appear in court when notified.
