Parren Eric Swann, 61, of Oxon Hill, is facing charges in Charles County that include two counts of first-degree assault, illegal possession of a regulated firearm, use of a firearm in a felony or violent crime, carrying a handgun, transporting a loaded handgun in a vehicle, two counts of second-degree assault, and reckless endangerment after investigators alleged he fired a handgun during a road-rage encounter near Brookwood Drive and Billingsley Road on May 10, 2026.
Officers with the Charles County Sheriff’s Office were called at about 8:17 p.m. on May 10, 2026, for a report of shots fired in the area of Brookwood Drive and Billingsley Road. When officers arrived, they found a burgundy Chevrolet Malibu with its front passenger-side tire hanging off the vehicle. An adult female victim told officers she had turned onto Brookwood Drive from Billingsley Road when a black Jeep was driving toward her on the wrong side of the road. She said she stopped and honked twice before the driver got out holding a handgun.
The adult female victim described the person as a “Hispanic male with bald head and mustache,” according to court documents. She told officers the man approached the driver’s side of her vehicle and that, as she tried to drive away, she heard gunfire. The documents state that the vehicle’s front axle broke as she passed the Jeep, preventing her from leaving. The man then walked to the passenger side and pointed the gun at a second adult female victim, who was seated in the front passenger seat.
The second adult female victim told officers the suspect came to her side of the vehicle and pointed a silver handgun at her, pressing it against the front passenger-side window. She said she got out of the vehicle and begged him not to shoot. According to court documents, she told him “it’s okay” and said she gave him a hug while trying to calm the situation. The documents state that the gun had been pointed at her head before the suspect lowered it, returned to the Jeep, and drove away.
Officers reported finding a bullet hole in the rear quarter panel on the driver’s side of the victims’ vehicle and recovering a projectile from the trunk. Investigators also said Ring video and audio from a nearby home on Brookwood Drive supported the victims’ account and captured the sound of two gunshots.
Court documents say Swann was identified as a suspect based on prior officer interactions with him in the Brookwood neighborhood and because officers knew him to operate a black Jeep described as looking like a truck. Investigators also noted that Swann was the respondent in a final protective order in Charles County, and that the petitioner in that order lived in the Brookwood neighborhood.
A search and seizure warrant later authorized searches of Swann’s home on Rolph Drive in Oxon Hill, his black Jeep, and his person. On May 26, 2026, detectives and officers, including members of the Prince George’s County Police Department, served the warrant. Court documents state that Swann was found inside the home and, during an interview, admitted being involved in the road-rage incident while denying that he was armed or had shot at the victims. Investigators said they found a .38-caliber Taurus revolver, .38-caliber ammunition, and a black cellphone at the home, and that the black Jeep was parked in the driveway.
Investigators also obtained a search warrant for a storage unit on St. Florian Drive in Waldorf. Court documents say a search of that unit found a Smith & Wesson semi-automatic handgun, a Smith & Wesson revolver, and a 9mm Ruger revolver, along with mail and other items bearing Swann’s name. Investigators wrote that Swann was prohibited from possessing regulated firearms because of an active protective order.
In a separate Prince George’s County case filed May 27, 2026, Swann was charged with violating a protective order, possession of a rifle or shotgun while disqualified, and illegal possession of a regulated firearm. That case alleges Swann failed to surrender firearms after being served with a final protective order on May 15, 2026. The application says detectives with the Charles County Sheriff’s Office executed a search warrant at the Rolph Drive home in Oxon Hill on May 26, 2026, and found a Marlin Arms .22-caliber rifle and 106 rounds of .22-caliber ammunition in a bedroom identified as Swann’s. According to the application, after Swann was read his rights, he admitted the rifle was his and said his fingerprints would be on it.
The Prince George’s County filing also quotes the protective order as requiring that the “Respondent SHALL immediately surrender all firearm(s)” to law enforcement and refrain from possessing firearms for the duration of the order. A court summons in that case ordered Swann to appear for a preliminary inquiry on July 10, 2026, in Upper Marlboro.
Another document obtained by SMNEWSNET show an earlier Charles County case from 2025, in which Swann was charged with violating a protective order after an adult female complainant alleged he came to a home in White Plains on June 6, 2025, to pick up items. In the handwritten application, the complainant wrote that the items included “an amazon package and two hunting rifles,” and that under the protective order, “all fire arms should be seized.” The complainant also wrote, “He is not to come to the property without police escort.”
At Swann’s initial appearance in the 2026 Charles County case, a District Court commissioner ordered him held without bond, finding a reasonable likelihood that he posed a danger to the alleged victims, another person, or the community. The order barred him from contacting or harassing the two adult female victims, prohibited intimidation, and barred him from owning or possessing firearms, destructive devices, or other dangerous weapons. A bail review was scheduled for May 27, 2026.
Court scheduling records show bail reviews were held on May 27 and May 28, 2026, and that Swann’s bond remained set at hold without bond. A preliminary hearing in the Charles County case was scheduled for June 24, 2026, in Charles District Court.
