Ionta Eugene Proctor, 41, and Alize Margaret Phipps, 23, both of Waldorf, are charged in separate Charles County District Court cases with felony theft of property valued at $1,500 to under $25,000 after court documents say they were found in a Ford F-150 reported stolen from Prince George’s County. The cases were filed May 22, 2026, and both remain open in District Court for Charles County.

According to the charging documents, the incident began on May 22, 2026, at about 5:42 a.m., when PFC Harden of the Charles County Sheriff’s Office received a license plate reader alert from an agency-issued vehicle.
The alert involved a Ford F-150 with Maryland registration 9EE1379 in the area of Bensville Road and Billingsley Road. Court documents state that the registration was checked through NCIC and confirmed as a stolen vehicle from Prince George’s County.
The vehicle was later seen on Middletown Road in Waldorf and was observed turning into a 7-Eleven on Middletown Road, where it stopped at a gas pump, according to the statements of probable cause. Corporal Weaver of the Charles County Sheriff’s Office and another officer conducted what court documents describe as a felony stop, and two occupants were taken into custody.
Court documents identify Proctor as the driver of the vehicle. The probable cause statement says Proctor was positively identified through his Maryland identification card.
The separate Phipps filing identifies her as a passenger, though the narrative portion of that document refers to the passenger as “Ashley Margaret Phipps,” while the case caption and charge summary list the defendant as Alize Margaret Phipps.
Both charging documents state that the vehicle was confirmed stolen at approximately 6:10 a.m. on May 22, 2026. Proctor and Phipps were each transported to the Charles County Detention Center and charged. The documents list the property owner as an adult owner, whose name is being withheld because the person is identified in the records as the owner of the stolen vehicle.

Proctor is charged with one count of theft: $1,500 to under $25,000, listed as a felony in District Court. Phipps is charged with the same offense. The charge summaries list a possible penalty of up to five years and/or a $10,000 fine if convicted.
At their initial appearances on May 22, 2026, both defendants waived an attorney for that proceeding only, according to the initial appearance reports. The court found each eligible for release on personal recognizance, with required conditions that they not engage in criminal conduct while on pretrial release and appear in court when notified.
Both cases are scheduled for a court date on July 17, 2026, at Charles District Court. Court records show that the Public Defender, Charles County, entered an appearance for both defendants on May 26, 2026, and filings that day included requests for a speedy trial and discovery.
