UPDATE: Lusby Man Arrested After Sending Thousands of Dollars for Explicit Images From Minor

UPDATE 7/6/2026: Jurel Daquone Leo Bowman, 32, of Lusby, is facing six felony counts of sexual solicitation of a minor after Maryland State Police investigators accused him of paying a 17-year-old female victim for sexually explicit images over several months in 2025.

According to charging documents, the investigation began after the 17-year-old victim reported to law enforcement in November 2025 that Bowman had paid her approximately $4,500 for sexually explicit images between June 30, 2025, and October 21, 2025. Investigators said the victim communicated with Bowman through Snapchat and regular text messages.

The charges outline six separate alleged incidents. Investigators said Bowman received six sexually explicit images through Snapchat on June 30, 2025, and transferred $230 to the victim through Zelle the same day.

On July 26, 2025, Bowman allegedly agreed to pay $600 for 20 images, which investigators said were sent through MMS text message. The payment was transferred through Zelle on July 28, 2025.

Investigators said another alleged exchange happened on August 2, 2025, when Bowman agreed to pay $250 for topless images. The victim allegedly sent six images by MMS text message, and Bowman transferred $250 through Zelle on August 4, 2025.

A fourth alleged incident occurred between August 25 and August 27, 2025. Investigators said Bowman agreed to pay $675 for 15 images, and the victim sent 15 images through MMS text message. Bowman allegedly transferred $600 through Zelle on August 27, 2025.

On September 14, 2025, Bowman allegedly agreed to pay $650 for five sexually explicit images, which investigators said were sent through MMS text message. The next day, September 15, 2025, Bowman allegedly transferred $650 through Zelle.

The sixth charge stems from an alleged exchange on October 21, 2025. Investigators said Bowman agreed to pay $400 for 15 sexually explicit images, which were sent through MMS text message. Bowman allegedly transferred $400 through Zelle the same day.

Investigators said IP address information connected to Bowman’s social media and bank accounts placed him in Harford County at the time of the transactions. During text message conversations, investigators said the victim stated that she had “not reached the age of 18.”

Each of the six felony counts carries a listed maximum penalty of 10 years in prison, a fine of up to $25,000, or both.

Maryland State Police said Bowman was arrested shortly before 9:00 p.m. on July 3, 2026, without incident. Investigators with the Maryland State Police Child Exploitation Unit, assisted by the Federal Bureau of Investigation and Harford County Sheriff’s Office, served the arrest warrant at Bowman’s place of employment in Harford County. He was taken to the Harford County Detention Center for processing.

Bowman initially was ordered held without bond on July 3, 2026. During a bail review hearing on July 6, 2026, he was granted a $10,000 unsecured personal bond. A docket entry from the same day also indicates private home detention was granted.

A preliminary hearing is scheduled for July 30, 2026, in Harford District Court.

7/3/2026: Investigators from the Maryland State Police Child Exploitation Unit charged a Calvert County man with multiple counts of sexual exploitation of a minor.

The accused is identified as Jurel Daquone Leo Bowman, 32, of Lusby, Maryland. He is charged with six counts of sexual solicitation of a minor. He was arrested by Maryland State Police shortly before 9:00 p.m. yesterday without incident and transported to the Harford County Detention Center where he is currently held without bond.

Beginning in November 2025, the Maryland Internet Crimes Against Children (ICAC) Task Force initiated an investigation into the sexual exploitation of a minor.

Yesterday evening, the Maryland State Police Child Exploitation Unit, with assistance from the Federal Bureau of Investigation and Harford County Sheriff’s Office, served an arrest warrant on Bowman at his place of employment in Harford County. He was transported to the Harford County Detention Center for processing.

The Maryland State Police Child Exploitation Unit coordinates the Maryland Internet Crimes Against Children Task Force. This is a combined law enforcement effort involving police departments across Maryland that is made possible in part due to grant funds provided by the Governor’s Office of Crime Prevention, Youth and Victim Services and by a federal grant from the U.S. Department of Justice Task Force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children. The investigation continues.
